What is this?

Found in the stern of my boat. There's a horizontal cylindrical hole through the stern and it contains this thing. It has a light line attached to it (like fishing line). Best I can think of is a MOB marker. Anyone know what it is?

The light line probably used to be attached to a plastic tube that protected the MOB flag from UV damage. We had a similar setup on our last boat.. It had a small drogue attached and it was also attached to our life ring with a 50 ft floating line. The ring was thrown out and it and the drogue deployed the pole from its launch tube. Left the pole and the life ring 50 feet apart for the MOB to swim to.. Pretty big, visible target (in theory, anyhow)

Oh that makes sense - I could tie it to the life ring and then it would automatically deploy when I throw the ring. Interesting to see it built into the structure of the boat. Thanks!
