Hurley 18 has an iron ballast. With time and leaks (usually from the top) iron rusts and expands with great force, which can lead to cracks in the fiberglass. Not an easy repair. The key is to prevent leaks from top. Sometimes cracks appear from grounding or bumping hard on the trailer. You can try drying the keel by drilling to the core in few spots and letting it drain and sit dry under cover for few months. But you have to seal up the bilge. If water collects in the bilge coming from the top, it will keep on rusting the keel and forcing the glass out.
