Can't answer your question about "safe buy "without fully understanding what was fixed, how.
I would continue to consider the boat IF the seller can provide full documentation regarding: evaluation of what the blister problem was and what repair was done and how. Such documentation should include written evaluation and pictures from a surveyor, yard work orders, and subequent bills and payments. If they can provide you this information, turn it over to your surveyor for his/her review as part of the survey, and only the surveyor should answer your question.
The blister repair may have permanently fixed a cosmetic condition, or it may have covered over a fundamental defect that will continue to re-appear. No one on this board will have the slightest idea which.
