thrull hull fittings leaks

Several years back when my boat was launched i ended up with two thru hull fittings seeping (minor leak). Needless to say i had to have the boat hauled back out and the fittings rebedded.
After hauling the boat out this year the person who hauled it out put one of the poppets right under another thru hull fitting. I moved the poppet (stand) and the fitting looks ok but you can''t be sure.
I know to find a leak they say seal up a boat and smoke it. However there must be an easier way. If you put water inside would it seap out the bottom?? I''d rather not take the fitting out if it is ok. You never know the fix might leak. Let sleeping dogs lie as they say.
