Not another antifouling question!

Perhaps I am missing the point, but if copper is an antifouling agent could I have my bronze prop and cutlass bearing (Skeg?) copper plated to prevent growth? Bottom paint won't stick and every year there are barnacles on the bronze. I don't know how they survive the spinning but they seem to. I don't know why bronze which is 90% copper or better doesn't kill them either. What am I missing?
