Moisture meters

What are some of the better moisture meters on the market and how much are they? Are they something that can be purchased used? If so, is there a good way to check the calibration of a used unit or is that a procedure unique to each individual meter?

Also, can they be used on a boat that is still in water? Or on a recently hauled out hull (i.e. one that has been out of the water, say, 2 to 24 hrs.)?
