IC-M710 stuck in EMERGENCY

How do I get this radio to show the normal frequencies. Right now all it shows Rx and EMERGENCY and a 0 I have torn it apart and removed the rubber strip from infront of the ferrite switch for the ALARM button but it still shows EMERGENCY with reconnected to power. I tried calling for support but they are closed until 8 AM PST. Those sleepy Californians! Can't they wake up with the rest of the world ? And work on Sundays.
