stainless steel maintenance

I am currently looking to purchase a 1987 Bristol in need of some maintenance. One of the key areas that needs attention is all the stainless steel. From the stanchions, to the old Barient winches to the windlass, everything seems to have a good amount of corrosion on it - not big pits or scratches, just a grainy coating all over its surface. The question I have is, how much of this can I get back to its former shiny self and how much will I need to replace? I''m trying to figure out the costs for upgrading the boat before I purchase it.
