watertank maintenance

Watertank,
I have a steel (500 gal) watertank.
The original 2 component paint is still there, but there are some rust spots that spoil the water.
I do not want to experiment with possible toxic paints.
I know that proffesional merchant ships put pure cement on the inside to keep it clean.
Anyone have good suggestions? We want to be able to drink from the tank.
