I wanted to find out from people with experience with radar if it makes a big difference in having the radar mounted on a arm that swing to keep the radar level when heeling.

The matter has been discussed at some length in previous threads that you can find by using the "Search" function, above, with a little patience.
Beyond the foregoing, considering the vertical beam angle of most recreational boat radars, normally in the range of 20º, and considering that one's areas of concern when underway and presumably heeling are normally 45º on either side of the bow or stern, the answer is generally no and less so as the height of the radar above the surface increases. Rest assured, however, there will be plenty of follow up comments to the effect that the foregoing is erroneous---Tho' not.
Two points from my perspective -- I care about targets all around the boat. Targets include all of ships, other boats, and weather. "Beamwidth" is measured to the 3 dB points consider that.
