Sort of... they will tail the line generally, but if you're relying on them to hold it like a true self-tailing winch would, you're in for a rude surprise....

You know what the first rule of sailing is? ...Love. You can learn all the math in the 'verse, but you take
a boat to the sea you don't love, she'll shake you off just as sure as the turning of the worlds. Love keeps
her going when she oughta fall down, tells you she's hurting 'fore she keens. Makes her a home.

I can tie it off after I just need a third hand. Good or no good?

As I said, if you just need it to have it tail the line, they'll do fine...provided you're using a line that is the right size for the wincher... using a line that is too small or too large... even if the winch can handle it... is going to cause problems.

Also, I've been told, but haven't experienced it myself, that some of the newer, high-tech lines don't work so well with them. YMMV.

The self-tailing devices on winches have complicated spring-loaded jaws and are generally a bit more flexible about what size line they can handle.

A lot of folks use them as a third hand and are happy with the value they receive but you can't expect miracles for a few bucks compared to a real self-tailer. They are useful as temporary jam cleats as well in light to moderate conditions.
