Question Need ideas for exterior frames for 8" diameter portholes

I have two very nice brass portlights that open to the inside. The outside edge is flush with the outside cabin wall. I don't know how to dress this up. Do these things usually come with frames or what?
The other problem is the forward porthole is at aprox. 75 degree angle, so it always fills up with water after a rain. I don't dare open it without first sponging out the water. What should I do?
At present, the portholes are out because I've been making cabin repairs.
