Our mooring cleats are on the foredeck about four feet aft from the bow. I tie the pickup bouy line to the middle of the pennant for two reasons. First at the point you have the bouy onboard, you have enough pennant length in hand to make the tieup. Secondly on our boat the pennants need to go through eyelets in the bow fitting/toerail, you would need to remove the pickup bouy line from the loops if tied to them.
FWIW, I have been having my pennants made without the loops, again for two reasons. The first is that each time you secure the line the chafe point will be different. If your boat is moored in an area subject to storm wave action, protection against chafe should be the top consideration for all. (Everytime we have a good northeaster in MA we find out who hasn't been paying attention to this detail, as their boat ends up on the beach (lucky!) or rocks (unlucky!), but careless either way). With fixed loops, the pennants chafe at the same spot, until they fail or you replace them regularly. Use the best chafe gear you can get, I buy leather strips and sew them on. Secondly, you secure the pennant with a cleat hitch which will not come undone - you don't need to put a second line over the loop to secure it.
I tie the pickup bouy line to the pennant with a rolling hitch.
