E or A scow?
Nothing beats a proper canvas covered and painted deck for non-skid ability . Will be the lightest but will require maintenance. If this scow is worth anything (cedar construction) I''d return it to spec. with a canvas deck. On the other hand, if the hull is hogged (deformed) and the useful life is nearly over, you might want to consider a simple FRG glass cloth deck, painted with 2 Part Polyurethane and add coarse non-skid granules (awlgrip granules) between coats.
