Here is the email response that I got from the fellow who builds new S16s. The cost of a new rudder is close to $700. I will build a new rudder but I'm not in any hurry. Maybe you could borrow one for when your dad is there.

I may try and get a set of rudder drawings on the S16 web site for those that want to fabricate their own. FYI….I use Ronstand on the tiller extension and a good stick of oak for the tillers. Everything else is custom made including the Pintals. The rudder material is marine grade wood and the Tiller is T6066T6 aluminum material Ľ” .
