I would do a proper whipping first. The whipping will physically interconnect the different lays of line together. Then using a layer of heat shrink tubing over the whipping makes sense as it will give it a great deal of chafe protection. The adhesive lined heat shrink tubing is probably better than the standard stuff, since the standard stuff can move on a rope, given enough force. However, be aware that the area covered by the heat shrink tubing, adhesive lined or not, will be very stiff and that may cause some problems.
