Hot water heater bad valve?
 
Just a guess here that the valve is bad. When I have the hot water heater on, I get water out the drain hose on the temperature pressure valve, within about 10 minutes and the water is not very hot. I am also guessing that the temp for that valve to open is a set degree and not adjustable. So, that would mean that the valve is bad and needs to be replaced? I would think that this is an emergency valve and should not be flowing on a regular basis.

Sounds like a good diagnosis... the pressure relief valve is usually set to open at a specific pressure, not temperature IIRC. It should not be leaking in general usage though.

don't even bother trying to get it to seat again i did this last yr ( i work with this stuff on a regular basis) thought i had it solved and seven hours later my high bilge alarm went off. thought a sea-**** had let go, but when i lifted a floor board and felt the water it was still warm. 85 gls worth all gone down the drain?!!!! the valves are about 15 bucks

Picked up a valve at the local Chandlery for 18 bucks, problem solved.:)
