How does this thing work?

First, thank you all for the help you've given me thus far. I'm not sure where else I'd have found to turn for the help I've gotten here. You really have helped me solve a lot of problems and kept my stress lower than it would have been otherwise.

No, this do-hickey is supposed to be the mechanism to remove water from my cooler. A previous owner re-plumbed the cooler drain into the bilge. Fortunately , when he did it he tee'd off the pre-existing line and installed valves. So, theoretically, this should still work to empty my water of melted ice. Trouble is - I don't know how to work it. Thanks for your help . . .

That's a fairly standard manual pump galley faucet. The lever pumps back and forth and water is suppoed to come out the pipe.

However, for it to drain the cooler sump, you'd have to make sure the valves were all in the right positions and that the line was otherwise clear.

Just swing that arm back and forth? I've done that, but nothing came out. I went forward and back about 20 times. Does it take more than that? Or, is the beast shot?

unsrew the top and pour some water in it. It's most likely dry. this should prime it.

I have basically that same fixture on my boat, and it is self-priming. It has to be, since the water tanks are generally mounted far lower than it. Most of the manual pump faucet fixtures on boats use a self-priming pump of some sort.

mwrohde-

If there is water in the cooler sump, then the valves are not in the correct positions. You may want to try changing the positions of the valves, after you confirm that the faucet does indeed work. If the faucet isn't plumbed into the boat's fresh water system, disconnect the hose at the bottom and put a temporary hose on it into a dish or bucket of water... and try pumping the handle. If water comes out, then the faucet pump mechanism isn't the problem.

You also may have a busted pump...hold your finger over the spigot while pumping and you should feel air pressure.

SD, mine is self priming also, but the last owner hadn't used it in so long that every thing had dried out. Once I put about half a cup of water through it, it started pumping alot better. Then quickly caught a prime.
