Why Change Fuel Filters at end of season and at beginning of season?
 
Seems like the filter from the end of season should be good to use since it has done nothing but sit for 3 months.

It depends. If the filter is a fuel/water separator-type filter, it may have three months of "algae" growth on it instead.
