Are you measuring the sail or the mast and boom??
The literature may specify 23.7 since sails stretch a bit, and that may account for the disparity between the 23.7 and the 24 you've measured. The 9.3 makes it sound like your boom is shorter than would be normal.
Unless you're looking to replace your boom with a longer one, you're probably better off having a sail loft send someone to measure your boat for a new mainsail.  It might cost a little more than the internet sail lofts, but the improvements in customer service will probably be well worth it.
