Pearson 35 Centerboard Cable

Seeking advice from anyone who has dealt with a parted centerboard control cable on a Pearson 35. I need opinions on whether the replacement can be done by a diver, or must I haul her out? Is there any trick to threading the new one if the broken one has dropped out and cannot be used as a messenger?
