Rudder bearing replacement - Irwin 37CC

I have a lot of play in my rudder. There is an upper/internal bearing on the rudder post and a lower/external bearing also. The lower bearing is where all of the play is. As you can see from the attached picture, I have removed the 3 bolts holding the lower bearing to the hull - what next? Can the rudder post be removed from the rudder? Can I replace the old bearing? It looks to me like the lower bearing is a permanent fixture to the rudder post.
Any help?
