Leaking Rudder

I've had Karma out all winter to have the bottom paint removed. Now that the rudder is cleaned of paint, I've noticed that there was some swelling and cracking at several points about 6" from the trailing edge of the rudder. No doubt there is some tabbing material there.
I drilled some pilot holes around the swelling and water started seeping out, Then I drilled some pilot holes around another swollen area about 4" from the leading edge and 4" from the bottom. I was rewarded with a steady stream of clear water for several minutes.
To repair, I'm gonna gouge out the areas for further inspection, fill and patch with fiberglass.
I'm presuming that I have a leak at the rudder post.
Does anyone have an idea about the effort required to drop the rudder on a 1981 O'Day 34?
