capping bolts in handrails

I just re-attached the hand rails on my 1975 boat, and it appears they have been off for several years.
I through-bolted them into the cabin, and backed them with some SS fender washers.

On the top side, the bold heads are counter sunk into the teak rails, roughly 1/4" deep, with the countersink being slightly wider than 3/8".

Can some one suggest how I might best fill the countersink?

I'm not sure wood plugs will be ideal, as the countersinks are fairly inconsistent in size, and in some cases are so 'eroded' a plug just wouldn't hold well.

You might try some Plastic Wood to fill in the holes as it can be sanded flush and then varnished.

I think that I would just cut or buy some 3/8" teak plugs and glue them in place like they probably were done originally.
If there is some slop around the plugs, perhaps use some of the plastic wood to fill the voids.
Use a teak colored wood glue.
Remember to keep the grain running in the same direction.
After sanding and sealing they should look fine.

Are the holes countersunk or counterbored? (angled vs. straight sides) if they are counterbored, I would just bore them out to the size of the next largest available teak plug and then plug the holes as described above.
