Catalina 28 alarm and fuel pump won't shut off

My friend Tony has a Catalina 28 with a Westerbeke engine.The alarm and the fuel pump will not shut off when the key is turned off.We pulled all the wires off the key switch and it still does it.Checked all the wiring for shorts,looks ok.Looks like a parallel feed is shorted to the switch wire.Any ideas?

You must be getting a power supply to the fuel pump and alarm downstream of the ignition switch.
Look at the fuel pump positive (+ve) lead and work "downstream" to see from where it could be getting a power supply. Does the battery master disable it?

Something, somewhere is feeding power to the ignition circuit "bus".

So what did Tony do to his boat to cause this mess or did he buy it that way or maybe it just started???
