Bottom treatment?

The bottom of the Puffer has a couple of places with some fine cracking in the gelcoat that looks to be caused by small knocks against the boat over time. One spot actually has a small quarter inch chip of the outer coat gone showing fabric. I have Gluvit here that is supposed to be made fdor fixing these small cracks. Should I do the problem areas first and then sand them before doing the entire bottom of the boat? or should I do the whole thing and then add coats where needed to fair the hull?
Does anyone know what the Puffer is made out of and does that matter putting a good thick epoxy barrier coat on and painting it? I considered a layer of cloth, but I don't think there is any need at this point.
