morgan 30 stern tube

There is a fairing block around the inside of the stern tube on my 1968 Morgan 30. This block is made of some kind of rubber-like form-in-place caulk or foam. I guess its there to help seal around the stern tube and fiberglass hull. Does anyone know what this stuff is? and what should I replace it with? I''m considering a fillet of thickened epoxy around the bronze stern tube.
