If they're corroded badly enough that getting them off is a problem, you probably want to take the keel off and inspect the rest of the bolts. Crevice corrosion is far worse than surface corrosion, and if the exposed parts of the bolts are corroded that badly, I hate to think what has happened to the parts you can't see.
How old is your boat, and when was the last time the bolts were inspected? If the answer is over 15 years and never... inspecting them is probably a really good idea. We all know what can happen if the keel falls off ala Cynthia Woods... and preventing that is a good idea.
