Post market oil-cooling system on '79 16hp Universal

This engine has a history or running cool. Always around 140. Most variables have been eliminated. One mystery remains...why, how and where did this cooling system come from.
A mechanic or two and the former owner are stumped and we wonder about removing it and raising other issues.

Anyone come across similar adds-ons that raise quesions?
