Catalina 27 mast step tilted forward

Last year I rebuilt the deck around the mast step, which was leaking, causing rot of the plywood in the cabintop. I removed the step, cut out the skin directly under it, and dug out as much wet plywood as I could, and gave things some time to dry out. Then I replaced the plywood with several pieces of marine plywood and encased the whole thing in epoxy on all sides, using colloidal silica thickened epoxy to fill the gaps. Then relaminated the skin with glass and epoxy. Then I replaced the mast step.

The rigger that restepped the mast for me told me that the mast step was now slightly tilted forward, so that the mast was slightly tilted forward. Obviously not good. He would not consider canting the mast back to a vertical position since it would not be flat on the step.

So the question is, how can I get this leveled out now? The boat is on the hard on jackstands with the mast down. What I am doing is making a shim out of epoxy and glass which is slightly wedge shaped. I plan on placing this between the deck and mast step to tilt the step slightly back. However, since the boat is on stands, I have no accurate frame of reference to determine what the proper angle of tilt should be. I am leaning toward more rather than less, since too much rearward tilt would be better than too little. Any suggestions are appreciated.

I might adjust the boat to get the waterline level. From there, make the mast step level.
