What is it?

While working on a friends boat and cleaning out all the "stuff" that came with it, we found something we can't figure out. It is an old length of life line, with a clamp from a battery charger on one end and a fist size lump of some type of metal at the other end. Is this some kind of sacrificial zinc? If it is, what the heck do we do with it?
