Don—
You're going to have to clean the rudder with a dewaxer like Interlux Fiberglass Prep Wash 202 and possibly sand it lightly. Then I would coat it with Interprotect 2000E barrier coating—IP2KE works quite well as a primer for all sorts of paints. Then you can paint the upper half with Interlux Brightside and paint the bottom half with anti-fouling paint.
