Primer for bottom coat on bare fiberglass?

I just finished sanding down my transom mounted rudder to bare glass and re-coated with West System epoxy.

Will bottom coat adhere to the bare fiberglass resin if it is sanded before application? or do I need a primer?

I am painting the top part of the rudder with Interlux Brightside One part polyurethane in white. Can I just paint the whole rudder white with the Brightside and then paint the bottom coat over that?

Don—

You're going to have to clean the rudder with a dewaxer like Interlux Fiberglass Prep Wash 202 and possibly sand it lightly. Then I would coat it with Interprotect 2000E barrier coating—IP2KE works quite well as a primer for all sorts of paints. Then you can paint the upper half with Interlux Brightside and paint the bottom half with anti-fouling paint.
