removing VC-Tar

My boat is thirteen years old, has spent her life in the Great Lakes, and has had VC Tar on here for a barrier coat, and VC 17 as antifouling. The tar is starting to crack, and is also detaching from the hull in places.

I want to redo my bottom paint next spring, and am gathering info on how to get the existing bottom paint off. I''ve already tried sanding, and the tar is so soft that sandpaper really doesn''t remove it well.

Any suggestions?
