Grass wallpaper on a boat???

My H37 cutter has a grass wallpaper glued to the back of several bulkheads. (Looks factory original) Has anyone attacked this wallpaper problem. Is painting over it a posibility?? It is not torn, just yellow and teak oil stained.
Also, the foam backed wall liner got to go. What else can I use?? I like the teak batten look, but do you line the hull first or paint it??

What is "grass" wallpaper? Will ordinary wall paper removers like strip X not work on it?

This is laminated paper. The plywood for bulkheads is available with teak on both sides, teak on one side and white melamine on the other (for the head) and teak with vinyl covering on the other side. This is like a bad contact paper and leaves 30 years of glue residue behind it when you try to peel it off.

I have seen grass wallpaper painted over in the house of a chain smoker. It started out badly stained yellow from the smoke and grimy from hands at the corners and doorways. It came out looking quite good. I believe they washed it gently then used a stain-blocking primer and latex paint.

I'd give it a try in an inconspicuous spot. It'll probably be a huge improvement.

I would use a wallpaper rotary cutter and a steamer to remove it.
