General questions painting non skid and regular surface

I have a 25' Lancer which has previously been painted. The topside non skid is painted green and it is chalking. The sheer stripe and boot stripe are also painted green. I think the white hull has previously been painted.

Since I am going to paint it the same colors, I have several questions:

In order to prepare the surface, how do I get rid of the chalking on the raised non-skid and the other white area?

Once the chalking is gone, do I have to prime it or just go over with the same color.

It is almost impossible to get under the deck to remove the stantions because of the teak walls. Is it usual to carefully tape all the deck stantions and hardware?

I painted my entire exterior last year, using Interlux products. I selected Perfection (a 2-part paint) for the hull and most of the deck. I used Interdeck, a 1 part paint, for the non-skid.

It's a big job. My 32' boat took about 2 months to paint, but I stripped nearly all of the hardware, including the teak rubrail (which alone took about a week to remove and replace due to some ornery fasteners that had rusted and were not very easy to reach).

I think you can do a passable job by leaving the hardware on, but a much better job removing it. In addition, most of your hardware probably needs to be re-bedded unless it's been done in the not too distant past.
