rudder/tiller assembly

Hey all, I have a Bucc18, and I'm wondering about the rudder assembly. Is there supposed to be something holding the rudder in place when its in the down and sailing position? Mine seems to be free floating with a pulley system to raise it up, but just the weight of the rudder brings it back down.
