I'm ~60 miles north of SD but the usual around our area is cleaned once a month and hauled and painted every three years, 2 coats Petit Trinidad with a third coat at the waterline. Inside SD bay itself they are either testing or now require low copper paint.
Found this in an article of the log from May 2008,

The Port of San Diego, which has mandated a ban of copper-based boat paint in 10 years, implemented an Alternative Hull Paint Project in February to study alternatives to copper-based paints.
San Diego’s two-year project will consist of two testing phases; the first will be on panels and the second on boat hulls. Effectiveness will then be evaluated based on application efficiency, cleaning and maintenance needs, antifouling efficiency, cost and longevity. The project aims to reduce copper input in San Diego Bay, as boaters replace their existing copper-based hull paints with alternative products.
