Thanks to all who have replied, great inputs all. I would have not thought of hose permeability, I am sure the hose is original in the boat and that would make it 26 years old (though now I can't get the vision of the old-fashioned lawn sprinkler hoses out of my mind!). Anyway, I have a few more possible causes now that I can check. Thanks again,

ok so i have a propane and natural ticket in my state.you proably dont have a problem,your just bleeding the air out of your line.. all devices do this after being shut down for a while....if u want try and find somebody with an electronic sniffer and check all lines to be safe...remember propane is a heavier than air gas so it will sink to your bilge and wait to kill you,proably a good place to sniff also..when i take my cruise i will have a sniffer or 2 aborad just to help out the rest of the fleet....rayder

I was reading the British LPG standards and found some interesting information. First the Brits are not in favor of flex line from the locker to the appliance. They seem to like a copper (or stainless steel) line from the tank locker to the appliance with a flex line no longer than 1 meter to the appliance from the metal line. The problem I (and ABYC) sees with this is that you end up with another connection outside of the locker. Below is an exerpt from the British Regulations.

When I had propane on board my last boat I always closed the valve at the tank and let the burners burn it all off before shutting the burner valves too. Since the tank was hanging on the stern pulpit that left no gas on the boat anywhere.

I don't believe there is enough propane in a low pressure line 10 or 15 ft long to do anything when spread throughout a boat - the main thing is to make sure the tank valve is closed.
