feathering prop problems

I have a 24 inch Hydralign three blade folding prop that was extemely hard to feather with the engine. I hauled the boat today for the first time since the prop was installed and could only move the blades with a lot of effort.. but after i removed the prop it spun freely. I am thinking the installer forgot a spacer between the nut and prop and the load on the center bearing of the prop was binding but it wouldnt spin with the prop on the shaft with nuts removed. i am wondering if this could be a shaft taper problem.. Anyone have any ideas.. thanks . Sid
