PVC Dinghy Paint

I heard about a paint product for PVC dinghies called ChemGlaze, has anyone heard of it or used it, know anything about it, and most important, where I can buy it online or order it in the Pacific Northwest.
My PVC dinghy is breaking down from the UV rays and has become quite sticky and gluey, the retailer recommended the paint but said I could only get it in the USA but I tried to google it and ony come up with scientific descriptions of it and am still trying to google a retailer. I would appreciate it if someone could point me in the right direction to find this paint or something comparable so that I can save my dinghy. It cost too much money to replace this soon (five years) and I only have it out during July and August. I used 303 protectant at the beginning of each summer and spread it on liberally thinking it would last but now I find it should be continually applied every two weeks, wow what a sales market for 303, I could spend a fortune on it. Next dinghy will be Hypalon.
