Rudder Repair

Hello
We have a 1973 Gulfstar 41' while changing the steering cables I noticed a rusty iron plate between the steering quadrant and the stainless rudder post, With a grounding strap. It is rusted so much it can rotate in place. Thru holes backing bolts are no longer holding. I've read that this a week spot on Gulfstars does anyone know what this is and how to repair it.
