Help Stiff Cinkel Steering Pedestal

My cinkel wheel steering was extremely stiff. I took it all apart and the shaft is binding in the bearings. It seems the shaft sits in a couple of nylon or plastic bearings. The shaft was so tight I had to press it out of the pedestal. The hard to read part diagram says to lubricate the bearings with teflon grease. Is that going to work? It won't even go back in after polishing without grease but I was expecting a proper needle bearing. I'm not that familiar with teflon grease on a plastic bearing.
