Tiller way out of alignment

Well while my boat was on the hard the other day I asked someone to straighten the rudder so I could see the tiller alignment. Wow, its off like 4+ degrees!

The rudder post is actually two seperate posts which each have a sort of triangular flange. The flanges meet and bolt together with three bolts. I'm wondering, is there something that can go between these flanges that would allow me to adjust the top post with respect to the bottom?

The top post is keyed, so i can not adjust the angle the tiller connects to the top post.

4 deg doesn't really sound like much. You certainly wouldn't notice it while sailing and I doubt while motoring.

Hm, maybe its more. It translates to the end of the tiller being about 5 inches off center. Its quite bad actually.
