Which boat make/model do you have that has teak rub rails? Might be a good idea to put that information in your profile or signature or somewhere.
I ask because my Tartan 27' has teak toe/cap/rub rail as well.
Are you planning on painting the decks or the free board of your boat?
You might as well try the 333 solvent. You have nothing to lose.

Gelcoats can take a lot of abuse, after the paint chemical strip rinse well, dry and sand.
Before painting I would suggest an epoxy penetrating sealer, "Progressive Epoxy" has a low solvent penetrating epoxy, then light sand the epoxy sealer before painting.
If air temperature is above 80 deg F be careful, mix the epoxy in small batches in new containers each time.
