Strange Thru Hull Fitting

We purchased an older Farr 37 last year and thru hull fittings are basically a cast fitting with a plunger the closes flush with the outside of the hull. Each fitting has a T handle for opening and closing as well as a screw lever for locking it closed. Hoses attach at a right angle to the fitting and when the plunger is up are open to sea.

These seem like a great idea, but I have never seen or heard of these before and in the back of my mind I wonder if these are as great as I think, or if there is a reason I haven;t heard of these before. Any one know any thing about these?
