Question Repaired Blisters or What?

Bought a new boat! 1969 Westerly 28. On the bottom are about a dozen quarter-sized repairs where it looks as if someone has drilled out blisters and repaired them (see photo). How are blisters usually repaired and what how should I repair the repairs? Thanks for any advice.[IMG][/IMG]

Not sure really, but it doesn't look like repair to me, looks more like damage. Possibly from a stand that didn't have padding on it. Something pushing from the outside that cut the paint. Looks recent also, maybe while lifting it out of the water.
