Sealing new deck to ??

I'm finishing replacing the deck and going to put a couple of layers of fiber glass cloth over the whole thing except the teak in the cockpit area which has been rebuilt already. I'm going to fillet and lap the cloth four or five inches up the cabin top sides. There are new fiber glass "kick boards" installed under the tow rail down to the deck and I was going to run the cloth over them to the bottom of the tow rail and apply some kind of sealer, but my gut tells me to remove the tow rail and epoxy the cloth all the way to the hull and then replace the tow rail. I don't know if this rigid bond would crack under flex though and am not sure which way to go. The boat is a Tayana Mariner 40 with fiber glass over plywood deck. Any knowledge about this?
