unidentified finish...

I have a 1981 Seaforth 24. It's in great shape. Only used in fresh water.

I would like to repaint the bootstripe. My question is this: At the bootstripe, at the spots where the paint has peeled or chipped away, there is a dark, mirror like finish beneath it. I can see my reflection in it. It does not appear to be gelcoat.
Anybody have any idea what this finish is?

I just messed around with it some more and it is just another layer of paint. Weird colored finish though...
