Cool Deck flange fastener torque

I have a 1983 vintage C&C37. The hull flange turns inward and the deck sits on top with an aluminum toe rail and stainless fasteners about every three inches. While chasing a leak, I recently found that the deck flange fasteners were relatively loose (more than finger tight but easy to turn with a small wrench). Since they all seem loose, I'm wondering whether they are intentionally installed that way. Does anyone know of any reason I shouldn't tighten them all?

It is likely that the sealant has compacted a bit over the years causing them to be less tight. I would tighten them like any other bolted fastening.
