Through Hull

I am refurbishing a San Juan 26 and found there is one through hull opening with a shut off valve located below a bench in the cabin. I found there were two hoses that lead to the valve that go to the sink drain in the galley and the other to the bathroom sink. It looked like those sinks drain directly out through the through hull opening. The head was equipped with a porta potty. Was that a legal set up - should grey water be discharged directly overboard?

This will be a day sailer - I do not plan to do any extended cruising, so I am thinking about removing and plugging the through hull and installing a small holding tank. What is the set up to empty the holding tank? Any reason to keep the through hull for future use? The engine is an outboard, so there is no need for a raw water intake for an inboard.

Grey water can be generally pumped directly overboard. Check your state regulations.
